What is Civil State From Restore Happiness to the Nation Program?

Abstract

Public governance paradigm is a public management reform which is the transforming  role of the government and the relationship between the government and civil society. Public governance is an administration to facilitate seamless interaction and contributes to efficiency between state and citizens, which is not based on traditional approaches focused "command and control" approach, but the state has flexibility, communication, persuasion and participation. These concepts have influenced the Thai public sector management under the name civil state. This article aims to study the concept of the civil state by studying restore happiness  to the nation program. The results showed that the civil state has been influenced by the concept of public governance contain with state acts to facilitate and coordinate, the participation  of civil society and private sectors and focus on citizenship.
