Guidelines for Sustainable Development of Community Enterprises: A Case Study of Fishing Enterprise in Phrao Tai Village, Hinngom Sub-District, Muang-Nongkhai District, Nongkhai Province.

This study is the qualitative research. The objectives of this study are to study: 1) current situations, 2) problems, and threats, and 3) trends of Cage Culture in Mekong River, Phrao Tai Village, Hinngom Sub-District, Muang-Nongkhai District, Nongkhai Province. The data were obtained from key informants who were drawn from 4 groups based on the criterion-based selection. There were 15 people including: three people from group of government agencies which supporting community enterprise, four people from group of executives and members of the community enterprise, four people from group of community leaders and local traditional intellectuals, and four people from group of non-members of community enterprise. The instruments used in the research were structured-interview questions and frame for focus group discussion. Data were analyzed using content analysis. It was found that: 1) The current situation is that community enterprise administrations of Fish Cage Culture in Mekong River managed their business based on 5 aspects; members, committee, rules and regulations, fund, and activities. The benefits were fairly shared among all members. Leadership skills, social structure, and social values are contributed to the success of community enterprise. 2) Problems included lack of effective management which was shown in lack of continuity in the development and expansion of group products. Threats were from monopoly in fish farming system by private companies which cause the variation of cost of production, the impact from sand suction industry, and natural phenomena. 3) The trends for sustainable development of Fish Cage Culture in Mekong River Community Enterprises were analyzed by using Porter’s 5 force model found that (1) the force of new competitors entry into the industry was at low level (2) the force of rivalry among existing firms was at low level (3) the force of substitute products was at low level (4) the force of bargaining power of buyers was at high level (5) the force of bargaining power of suppliers was at high level.
