Critical Interpretation under the COVID-19 Situation Administration Communication Center in Implementing Public Policy

This article aimed to criticize the Models of Public Policy consists of Institutional Model, Elite Model, Rational Model and System Model. The main issue was that an overly technical concentration while ignoring issues of values and social norms. On the other hand, this was the distinction of Interpretive Approach and Critical Approach. The objective was to present the communication process of the Information Center for Covid-19 Response Measure (CCSA) under the unit of critical interpretation from the public epidemic situation report. This aimed to criticize the current communication process and made a comparison of analysis between public policy models and critical interpretation in terms of strengths and limitation of understanding. This study was found that government tried to establish a communication process for keeping state authority during a delay in vaccine importation and economic problems that might be the causes of political issues and social trust issues.
