Creative City Ecosystem and Ecosystem-Based Management for Local Policy Formulation in Thai Secondary Cities

The purpose of this study was to investigate creative city development ecosystems and capacities for local policy formulation, using Ubon Ratchathani Municipality as an empirical case study. This study employed a mixed-methods sequential research strategy to conduct a quantitative survey of 400 participants and in-depth interviews with 12 key informants. The findings demonstrated a statistically significant association between infrastructure and technology and creative entrepreneurial potential (r = 0.676), as well as between cultural capital and natural resources and creative output (r = 0.6666). These findings suggested that creativity stems from structural interactions inside the urban ecosystem, rather than attracting industries from external sources. This study proposes an ecosystem-based management (EBM) framework for Thailand’s less-visited cities, with a focus on participatory governance, cross-sectoral collaboration, and ecological resilience, as well as policy implications for integrated planning in Thailand and Southeast Asia.
