Flood Risk Assessment Matrix to Enhance Disaster Management Capacity of Local Administrative Organizations: Case Study of Non Sung District, Nakhon Ratchasima Province

Abstract

This research article aimed to: (1) develop a flood risk assessment matrix at the local level: A case study of Non Sung District, Nakhon Ratchasima Province; and (2) to propose guidelines for enhancing the flood management capacity of local administrative organizations: A case study of Non Sung District, Nakhon Ratchasima Province. The research team employed a qualitative research method, involved interviews with key informants, including 30 personnel from local administrative organizations and 80 community committee members who were responsible for disaster management. Qualitative data were analyzed using content analysis. The study was conducted from March 2023 to March 2024, and a workshop was also organized to develop the flood risk analysis program. The findings revealed that: (1) the development of a flood risk assessment matrix consisted of four steps: Step one, creating a list of flood risk component assessments; Step two, creating a flood risk assessment matrix table; Step three, creating a risk assessment and prioritization matrix; and Step four, the risk assessment report, (2) the guidelines for enhancing the flood management capacity of local administrative organizations included shifting flood management from reactive to proactive; systematically strengthening knowledge of flood risk components; developing a step-by-step process for flood risk analysis and assessment; and upgrading the capacity of personnel to achieve professionalism in flood management.
