Abstract

This article is part of the research subject, “Factors affecting the effectiveness of decentralized education policy to local government”. The purposes of this research were to analyze the characteristics of school and factors of management that affect the effectiveness of decentralized education policy to local government. The samples of this research are 38 schools which were approved to local government in the 2006-2014. Samples’ opinions are School administrators, teachers, school directors. Parents Representative, Parent Association and representative community, the number of 228. Data were collected using questionnaires and analyzed by One way ANOVA. The results have shown that factors such as school size, school characteristics and different levels of education, are affecting the effectiveness of decentralized education policy. The Summary of the accepted all hypothesizes are Characteristics of School affect The effectiveness of decentralized education policy to local government. Factors of Management are Leadership of the local government, Leadership of Education, Academic Administration, The Human Resource Development Administration, Budget Administration and General Administration. Data analyzed by multiple regression analysis. The results have shown Factors of Management such as , Leadership of Education, Academic Administration, The Human Resource Development Administration, Budget Administration and General Administration affect The effectiveness of decentralized education policy to local government, statistically significant at the .05 level. Leadership of the local government affect The effectiveness of decentralized education policy to local government, no statistically significant.
