The Development of a Competency Measurement Tool for School Administrators to Support Society 5.0

Abstract
This study aimed to (1) identify the indicators of school administrators’ competencies, and (2) develop as well as validate a competency assessment tool for school administrators to support Society 5.0. The sample consisted of 300 school principals under the Secondary Educational Service Area Offices. Data were collected using the competency measurement instrument which possessed a Cronbach’s alpha reliability coefficient of .882.
The findings revealed that 1) School administrators’ competencies for supporting Society 5.0 comprised five components with 18 indicators which were (1) Digital Competency with 3 indicators, (2) Analytical Thinking with 3 indicators, (3) Creative Thinking with 3 indicators, (4) Critical Thinking with 5 indicators, and (5) Innovative Thinking with 4 indicators. Also, 2) The 18-item competency measurement instrument with a 5-level rating scale that was classified according to SOLO taxonomy demonstrated strong construct validity. Second-order confirmatory factor analysis indicated a good model fit with empirical data (χ² (df = 97, N = 300) = 96.26, p = .502, CFI = 1.00, TLI = 1.00, RMSEA = 0.00, SRMR = 0.03). Factor loadings of school administrators’ competencies ranged from .791 to .941 as all statistically significant at the .01 level. The findings of this research will provide valuable insights for school administrators in utilizing the tool as a framework for enhancing competencies in preparation for future changes.
