The Role of the State in Creating Bilateral Occupation to Labor Market, Plastic Industry

Abstract

          This Research aims to: 1) Study the development of the state role in creating vocational labor in the Thai industry. 2) Study the state role in creating bilateral occupations to the labor market, plastic industry. 3) Study the problems and obstacles of the state role in creating bilateral occupations to the labor market, plastic industry. 4) To propose the role of the state in creating bilateral occupations to the labor market, plastic industry. By Qualitative Research Methods, using in-depth interviews with key informants 3 groups, including (1) government sector in policy formulation (2) government sectors in implementing policies and (3) stakeholders in implementing policies,

          Results of study are as follows. 1) Developing the state role in creating labor to the Thai industrial labor market into 4 eras, the 1st generation, starting the creation of the educational system 1984-1996 (Produce manpower to the labor market) 2nd Generation Education reform to Improving teaching and learning management in the vocational education system 3rd generation of education reform in the second decade (2009-2018), that focuses on quality Thai people to learn throughout life and 4th Generation Vocational education is consistent with the national strategy for 20 years (2017-2036). Vocational education is international and has more cooperation with foreign countries. 2. The state role in creating bilateral occupations to the labor market, plastic industry Plastic consists of 1) State roles in formulating policies for creating bilateral vocational labor. And 2) the role of the state in implementing the policy to achieve success with relevant factors, (3) Problems and obstacles in the role of government in the implementation of policies Caused by inadequate personnel in teaching and learning management (4) Proposals the state should empower the educational institution to determine the structure of the curriculum resulting from the real needs of the community. Or establishments in the community Only the state is responsible for the administration. And the state should promote research in developing bilateral vocational skills.
