The impact of COVID-19 prevention measures on cross-border trade between Thailand and Laos for traders at the Chong Mek border checkpoint and import-export businesses in Ubon Ratchathani province

This academic article has the following objectives: 1) to study the cross-border trade situation between Thailand and Laos at the Chong Mek border checkpoint, Chong Mek sub-district, Sirindhorn district, Ubon Ratchathani province, from the year 2019 to 2022 and 2) to examine the impact of COVID-19 prevention measures on cross-border trade between Thailand and Laos for traders at the Chong Mek border checkpoint and import-export businesses in Ubon Ratchathani province. The study found that the temporary closure of border checkpoints in Ubon Ratchathani province, intended to prevent the spread of the COVID-19 virus, has negatively affected small-scale businesses in the border market of Chong Mek. Some businesses experienced income losses, and some had to close for approximately 1-3 years. However, businesses involved in import and export through the Chong Mek border checkpoint, dealing with cross-border trade, were not significantly affected since Thailand's defensive measures did not restrict the movement of goods but only the movement of people. After the cessation of defensive measures to prevent the spread of COVID-19, there were changes in the trading patterns between Thailand and Laos at the Chong Mek border checkpoint. For example, trading methods and consumer purchasing behavior have shifted to online platforms. This allowed customers from Laos to buy products from Thailand and China without having to travel to the country. Currently, the main customer group at the Chong Mek border market consists of Thai residents in Ubon Ratchathani province. However, the private sector representatives have suggested some economic stimulation measures. They propose that the government should support the development of cross-border tourism plans and enhance tourism-related conveniences, including adjusting opening and closing hours of border checkpoints and improving facilities at the checkpoints.
