Cultural Utilization in Negotiating with State Natural Resource Management Policies. A Case Study of Mae Lan Kham Community, Samoeng District, Chiang Mai Province

Abstract
This research aims to provide a space for Karen people of Mae Lan Kham Village to express their opinions on the state natural management policies and to study Karen culture as their negotiation tools. The researchers collected the data through in-depth interviews and participatory observations. The result of the study showed that Mae Lan Kham villagers had a movement to negotiate and fight with government agencies through the mechanism of community’s cultural utilization and prepared to announce the special cultural zones according to the Cabinet Resolution on the 3rd August, 2010 on the Karen Way of Life Rehabilitation Policy which has 3 distinctive tools; 1) Way of life and culture of the Karen ethnic group in the management of natural resources aspect 2) The benefits of rotational farming and 3) Sufficiency economy philosophy and natural resource management.
