The Benefits for Social Welfare of the Ministry of Social Development and Human Security

Abstract

The study of the benefits for social welfare of the Ministry of Social Development and Human Security (MSO) was aimed to examine the policy and social welfares benefits administrated by the Ministry of Social Development and Human Security and the benefits that have been provided to the general public. This qualitative survey was carried out with research documents and the field survey was conducted by interviewing the administrative executives who are responsible for formulating and implementing the policies. The result showed as follow. (a) The MSO has set forth the policies that all Thai citizens shall be provided the equitable social welfares under the Universal Social Welfare Programs in accompanying with the implementation of the Bureaucratic Strategies Plan B.E.2555-2559 that has pushing toward the development of the social welfare society, strengthening the society in the face of the ever-changing situations, enhancing the social power, leveraging the administrative capability and social development, as well as being concerned of the education, analysis, research and development in the field of the social development ,welfares, and human security in accordance with the National Economic and Social Development Plan No.11, the Research National Policy and Strategies No.8, and other related International Conventions, and preparing the readiness entering into the Asian Economic Community (AEC) B.E.2558. (b) The MSO has set the benefits for target populations. The include children, youth, women, the aged, the disabled, and the disadvantaged, the injured people caused by human trafficking, and those who have undergone the drug addiction therapy. Such benefits include public housing programs (Ban Au Ar Thorn), Low Cost Housing Project (Ban Man Kong), Social Welfare Access Standard Development Program, Fund-based Social Welfare Access Opportunity Program, Human Protection Program (the target groups are the women (gender equality), children, youth, the aged, the disabled, and the disadvantaged, the Center of Three Generation Program (Saiyairak), Human Trafficking Protection and Problem-Solving Program, Teenage Pregnancy Problem-Solving Program, Prachabordi Center Hotline 1300 Project, and Fund Service for Social Development and Human Security. The MSO has assumed no responsibilities for other non-concerned programs.
