Readiness for Accountability in Procurement Operation of Department of Mineral Resources

This research aims to study readiness for accountability in procurement operation of government sector: a case study of Department of Mineral Resources as well as to study effectiveness of procurement of Department of Mineral Resources and to study on relationship affecting to readiness for accountability in procurement operation of Department of Mineral Resources. The research methodology of this research was mixed method research mainly consisting of quantitative research conducted by using questionnaires with 261 government officers, permanent government employees, and government employees as the sample group the study also used a qualitative research using in-depth interviews with 6 key informants consisting of high-ranking executives who had authority to give permission and approval, and entrepreneurs related to government procurement of Department of Mineral Resources. Research tool was a questionnaire. Statistics used for data analysis in this research were descriptive statistics consisting of mean, frequency, and Standard Deviation. Hypotheses were tested by using t-test Independent and F-test ANOVA. Paired difference was tested by using Least Significance Difference and Pearson’s correlation analysis.
The results revealed that most government officers, permanent government employees, and government employees of Department of Mineral Resources who were respondents of this research’s questionnaires were female with ages ranged from 31-40 years. They graduated in Bachelor and worked as government officers. They were related to procurement as users of procurement services. Their years of service were lower than 10 years and their monthly income was 25,001 baht and over. They had high level of readiness for accountability in procurement operation of Department of Mineral Resources and high level of effectiveness of procurement of Department of Mineral Resources. The results of hypothesis testing revealed that different personal factors (including gender, educational background, types of government service, and involvement with procurement) differently affected to readiness for accountability in procurement operation of government sector with statistical significance at 0.05. In addition, it was also found that effectiveness of procurement in all dimensions had positive relationship with readiness for accountability in procurement operation of government sector in all dimensions with statistical significance at 0.01.
