The Development of Strategic Leadership Model of Basic Educational Institutions Administrators in the Upper Central Provinces

The objectives of this research were 1) To develop a strategic leadership model for administrators of basic educational institutions, and 2) To evaluate the feasibility and applicability of the strategic leadership model for administrators of basic educational institutions. This mixed-method research included samples consisting of school administrators under the jurisdiction of the Primary Education Service Area Offices and Secondary Education Service Area Offices in the Upper Central Region of Thailand. Schools were stratified by size across five provinces, including extra-large, large, medium, and small schools, with proportional random sampling yielding a total of 281 participants. The research tools included open-ended interview forms and a five-point Likert scale questionnaire. Quantitative data were analyzed using basic statistics, including frequency, percentage, mean, and standard deviation. Qualitative data were analyzed through content analysis and presented descriptively. The research results were found as follows;
1. The strategic leadership model for administrators of basic educational institutions was found to be accurate and appropriate, consisting of five components: strategy formulation, organizational direction setting, organizational culture building, strategy implementation, and strategy monitoring and evaluation.
2. The evaluation of the feasibility and applicability of the strategic leadership model indicated that its overall feasibility was at the highest level.
The strategic leadership model, encompassing these five components, can be utilized to enhance the capabilities of administrators in basic educational institutions to effectively formulate and implement strategies. Furthermore, it supports the development of an organizational culture conducive to long-term educational improvement.
