The Participation of the People and Members in the Operation of Nonthaburi Municipality Community Welfare Fund

Abstract

               The purposes of this study were 1) to analyze the process of participation of the people and members in the operation of the Nonthaburi Municipality Community Welfare Fund to align with their needs and 2) to recommend the development guidelines to encourage the participation of the people and members in the operation of the Nonthaburi Municipality Community Welfare Fund. This study was qualitative research. The key performance of this study were 15 people who involved in the Nonthaburi Municipality Community Welfare Fund consisting of Municipal Administrators and Director of Department including Chairman, committee and members of the Nonthaburi Municipality Community Welfare Fund and people who living or working for the community within Nonthaburi Municipality by in-depth interview and focus group, Triangulation technique was used.

               The results of this study revealed that 1) the citizens and members of the fund participated in the process of general planning which was receiving general information of the Nonthaburi Municipality Community Welfare Fund. The participation in the process of implementation and benefit allocation, only the stakeholder members will participate. Members would not participate in the process of evaluation as long as they had received the benefits according to the regulations. By the way, the benefits from the fund were still inconsistent with the needs of citizens and members. 2) The recommendation guidelines to encourage the participation of citizens and members were proactive public relations, public meeting, knowledge training, create a network, measuring participatory performance, the administrators must participate and support in all aspects as well as the assessment of public opinion to encourage people to be involved in every participation process and align with their needs.
