Abstract

This qualitative research aimed to 1) study problem on Human Resource Management (HRM) of Local Government Administration Organization, Mueang District, Nakhon Ratchasima Province, and 2) develop HRM in Local Government Administration Organization, Mueang District, Nakhon Ratchasima Province. Semi - structured interview were used with 17 HR specialists and HR stakeholders. Data were analysis by content analysis. The research revealed that 1) The problems of HRM were; 1.1 lack of balance of power, 1.2 over budget in human resource training, 1.3 leaders cannot motivate people in job performance, 1.4 lack of unity if command. 2) HRM guidelines were; 2.1 implement human power planning, 2.2 make budget planning in HRD project, 2.3 make the job motivation by using reward system, 2.4 make a good value for leaders towards good governance system.
