The problems of law enforcement on urban planning in the Eastern Economic Corridor

Abstract

       From the enactment of the Eastern Special Development Zone Act, 2018, the area in the Eastern Special Development Zone which includes Chonburi province, Rayong province and Chachoengsao province has a problem in the development of city planning and was unable to develop into a special development area according to the intent of the government. This study adopts qualitative research methods. The purpose of this research is to study the impact of relevant laws on the urban planning process and participation in land use in the urban planning area.
       According to the study, it was found that the enforcement of urban planning laws in the Eastern Economic Corridor (EEC) has a problem with unclear policy frameworks and procedures. Eastern 2018 which is a specific law for the development of the area and the Town Planning Act of 2019, which is the main law that sets out policies and procedures for planning and developing town planning In addition, the two laws have practical disparities, such as public participation and land use.
       The researcher suggested that should add the provisions of the Town Planning Royal Ordinance 2019 to support urban planning in the special development zone, and consistent with efficient urban development.
