Process of Educational Public Service Administration According to the School-Based Management from Selected Schools in the Provincial Administrative Organizations in the Northeastern Thailand

Abstract

The purpose of this research is to study the process of public service administration in education based on the concept of school - based management according to schools under the Provincial Administrative Organization in the Northeastern Thailand. In the qualitative research method, data was collected by in-depth interview from key informants using the specific selection method in the number of 51 participants, consisting of the administrative department of the provincial administrative organization, school director and the school basic education committee of the schools under the Provincial Administrative Organization in the Northeastern Thailand. The data was analyzed by contents in order to synthesize the conclusion. The result of the research showed that the process of public service administration in education, according to the school-based administration concept. Initially, the formulation on the policy of the Department of Local Administration was generated for the Provincial Administrative Organization and schools under the Provincial Administrative Organization for implementation. Hence, it enhances on decentralizing education administration of schools including freedom in decision-making and strengthens stakeholder’s participation in educational management as a representative on the basic education committees of the school in the form of meeting on information purposes and consultations rather than the participation in decision-making or evaluating school performance.
